The Technical Design Review Director is responsible for overseeing the design review process across multiple disciplines for large-scale infrastructure and construction projects.
This role ensures that all technical designs align with project requirements, local regulations, and international standards.
The director will lead coordination between stakeholders, provide technical problem-solving, and ensure compliance with quality and safety standards throughout the design and construction phases.
Responsibilities:
Design Review and Approval:
- Lead the review and approval of architectural, structural, mechanical, electrical, and plumbing designs to ensure they meet project specifications, local regulations, and international best practices.
- Provide detailed technical feedback to optimize design efficiency, cost-effectiveness, and practicality, ensuring alignment with the project’s overall strategy.
- Facilitate the integration of client specifications and resolve any design-related issues before approval, ensuring adherence to quality and performance standards.
Coordination with Stakeholders and Disciplines:
- Collaborate with architects, engineers, project managers, and contractors to ensure seamless design integration across disciplines.
- Maintain clear communication with all stakeholders, addressing technical issues and ensuring timely design approvals.
- Oversee coordination between design and construction teams to minimize conflicts during project execution.
Compliance and Quality Assurance:
- Ensure that all design submissions comply with local building codes, industry standards, and safety regulations.
- Implement rigorous quality control measures during the design review process to prevent issues during construction.
- Ensure adherence to client standards, regulatory requirements, and international best practices.
Technical Problem Solving:
- Lead the resolution of complex technical issues that arise during the design or construction phases, working closely with design and construction teams to implement effective solutions.
- Provide guidance on integrating innovative design elements and systems.
Documentation and Reporting:
- Oversee the preparation and submission of comprehensive documentation for the design review process, including progress reports, quality assessments, and approvals.
- Ensure all records are up-to-date, meeting contractual obligations and maintaining project transparency.
Team Leadership and Supervision:
- Supervise and mentor a team of design review engineers and technical specialists, ensuring they meet project timelines, quality standards, and safety requirements.
- Provide leadership and opportunities for professional development, fostering a high-performance team.
Client and Stakeholder Communication:
- Serve as the primary technical liaison with the client, ensuring that client requirements are integrated into the design process.
- Regularly update clients and stakeholders on the status of design reviews, approvals, and any emerging technical issues.
Competency Requirements:
- Extensive experience in managing design reviews for large-scale, complex projects, particularly within the Middle East and international PMC contracts.
- Expertise in reviewing multi-disciplinary designs and a strong understanding of both the design and construction phases of projects.
- In-depth knowledge of local building codes, regulations, and international standards related to design and construction.
- Exceptional leadership and team management abilities, with the capacity to guide teams through complex technical reviews.
- Proficiency in project management software and design tools, with a systematic approach to design review and approval processes.
Minimum Requirements:
Education:
- For BSc Holders: Bachelor’s degree in Civil, Structural, or Building Services Engineering from a recognized Western-accredited university, with over 15 years of relevant experience.
- For MSc Holders: Master’s degree in Civil, Structural, or Building Services Engineering from a recognized Western-accredited university, with over 12 years of relevant experience.
- Professional Membership: Chartered membership in a recognized institution (e.g., ICE, IStructE, or equivalent).
- Experience: A minimum of 12-15 years of experience in design review, supervision, and construction management, with at least 5 years in a leadership role on large-scale infrastructure or public works projects.
- Language Skills: Fluency in English is mandatory. Proficiency in Arabic is an asset.
